There are very few terms and conditions to consider when you are shopping with the FEXCO HORIZON card.
Agreement of Sale by the Visitor/Consignee

VAT deducted at the point of sale

  • FEXCO Tax Free provides a service whereby it gathers information from shoppers not residing in the EU in order to process that information to allow the visitor to either Shop Tax Free (VAT deducted at point of sale) or obtain an export refund (VAT paid at point of sale). FEXCO Tax Free complies with the principles set out by the Data Protection commissioner www.dataprotection.ie. Both FEXCO Tax Free and FEXCO Corporate Payments, the payment provider for cheque and credit card transaction, are required to hold this data for a maximum of 7 years.
  • The visitor will comply with all regulations applicable to the service and as described by FEXCO Tax Free.
  • The ability to Shop Tax Free or obtain an export refund is subject to Customs & Excise approval and the visitor is solely responsible for obtaining such approval. FEXCO Tax Free is not liable for the approval or stamping/signing of documents by Revenue Commissioners or any other authorities.
  • The visitor must claim eligibility to use the Retail Export Scheme. There are heavy penalties for false declaration. The visitor must confirm their details are correct.
  • If the visitor has shopped Tax Free but does not provide information on departure either online or at the airport (or by means of a notarised report in a PDF format), the refunded VAT amount related to the goods and an additional processing fee of €1.50 will be charged to their credit card within 30 days of purchase.
  • Where the visitor shops tax free, he acquires the goods from FEXCO Tax Free. FEXCO Tax Free has assigned all its Legal Rights and Statutory Rights in the goods to the visitor/consignee in consideration of the visitor/consignee undertaking not to take any action or in any way hold liable FEXCO Tax Free against any liability or loss or damage whether direct or indirect due to a defective nature of the goods.
  • Goods are purchased or have been purchased as described and associated with the HORIZON card from FEXCO Tax Free in consideration of the payment of the price shown for each transaction. Under the visitor agreement with FEXCO Tax Free, the visitor gives the purchase price to the retailer as agent for FEXCO Tax Free and receives the goods.
  • In consideration for providing the Tax Free Service FEXCO Tax Free charges the visitor a processing fee for each transaction. This processing fee varies depending on the amount you have spent. The fee is calculated either at the time of the transaction if tax is deducted at the point of sale or at the airport if obtaining an export refund. The processing fee is also available on the printed receipt when a purchase is made or at the FEXCO Tax Free kiosks at Dublin, Cork and Shannon Airport where the visitor is given the option of receipt print out.     e.g. – A jacket cost €110, with VAT 18.70% (net amount) which is €20.57, the refund on that coat is €13.01, the difference between the two is €7.56 (FEXCO Processing Fee)
    – A watch cost €5,000, with VAT 18.70% (net amount) which is €935, the refund on that watch is €875, the difference between the two is €64 (FEXCO Processing Fee)
  • Any complaint regarding the goods should be made to the retailer in the first instance since the visitor acknowledges that under this agreement FEXCO Tax Free has assigned all its rights under its contract with the retailer to the visitor and also understands in the event of a claim being made against FEXCO Tax Free that the retailer has indemnified FEXCO Tax Free in respect of its liability for the goods howsoever arising. Nothing in this agreement shall affect the visitor’s Common Law or Statutory Rights as a consumer. Irish law is the proper law of the contract between the visitor and FEXCO Tax Free.

VAT Paid at point of sale

  • The visitor will comply with all regulations as set forth by FEXCO Tax Free.
  • The possible export refund due may be obtained subject to Customs & Excise approval and the visitor is solely responsible for obtaining such approval. FEXCO Tax Free is not liable for the approval or stamping/signing of documents by Revenue Commissioners or any other authorities.
  • The visitor must claim eligibility to use the Retail Export Scheme. There are heavy penalties for false declaration. The visitor must confirm their details are correct. FEXCO Tax Free must use this data to process the VAT refund. Both FEXCO Tax Free and FEXCO Corporate Payments, a payment provider for cheque and credit card transactions must hold this data for a maximum of 7 years.
  • There is no VAT on books, children’s clothing, children’s footwear, or food items (other than confectionary).
  • VAT on services cannot be refunded. These services include hotels, restaurants, car hire, hair dressers etc.
  • In the case of art galleries, VAT applies to only a portion of the price of the original artwork sold.
  • FEXCO Tax Free cannot refund on store receipts.
  • The FEXCO HORIZON card can only be swiped on the day of purchase.
  • Where the visitor shops tax free, he acquires the goods from FEXCO Tax Free. FEXCO Tax Free has assigned all its Legal Rights and Statutory Rights in the goods to the visitor/consignee in consideration of the visitor/consignee undertaking not to take any action or in any way hold liable FEXCO Tax Free against any liability or loss or damage whether direct or indirect due to a defective nature of the goods.

  • Refunds cannot be given to a third party at the airport. They can only be given to the registered FEXCO HORIZON cardholder.
  • Goods must be personally exported within 3 months to the end of the month from the date of purchase. If VAT was deducted in the store the goods must be exported within 30 days of purchase or your credit card will be recharged. You have a further 30 days to prove the goods were exported. During this period your card can be re-credited the refund. However the card will be charged an administration fee, which is non-refundable.
  • FEXCO Tax Free is a private unlimited company and not a Government organisation so therefore must charge a service charge.
